GOALS:

The goals of the Reuse Team include:

-Engaging and lead the residents of Annandale through a systematic and inclusive study process, gathering and providing the facts they need to make an informed decision about the future of an important community asset.

-Evaluating the historical integrity, current condition, and adaptability of the building.

-Examining the realities of the local economy and market, outline a range of alternatives for the future of the building and site, including demolition, mothballing, partial or phased rehabilitation, and full rehabilitation.

-Understanding that reuse of a historic building is inherently an exercise in sustainability, evaluate additional opportunities for integrating sustainable practices into any reuse scenario for the building and site.

-Providing information about the costs, incentives, and revenue potential for various reuse scenarios.

WORK PLAN:

Background research  (Ongoing)

Using architectural drawings, historic photographs, structural and environmental studies, newspaper clippings, market studies, and other materials, the Co-principal Investigators will prepare project briefing packets for all team members. 

Site Visit 1:  Startup meeting and baseline documentation (mid-March)

Within one month of the contract award, the Co-principal investigators will travel to Annandale for site visit.  During this visit, the PIs will meet with local sponsors to review project expectations, describe the Reuse Study process, and discuss issue areas.  During this visit, the PIs will also document existing conditions at the school with photographs, measurements and field notes.

Site Visit 2: Public Meeting (early June)

Following the site visit, the PIs will compile baseline drawings and photo-documentation of existing conditions for use in public meetings and inclusion in the final report.

They will then work with the local sponsors to schedule, plan, and implement a three-day site visit to be led by the PIs with assistance from other team members as required.  To prepare for the second visit, the PIs will work with local sponsors to identify individuals and organizations that should be invited to participate in a series of confidential interviews.  Interviewees may include school district representatives; members of the Citizens Committee; local officials and opinion leaders; banking, real estate, economic development, and business professionals; representatives of non-profit organizations; individuals from the arts community; potential tenants or developers, and others who may have an impact on the future of the building.

Local sponsors will lead the team on an orientation tour of the community, team members will facilitate a public meeting.  During the meeting the team will explain the reuse study process, share preliminary findings, review the results of the Market Area Profile, and lead an exercise that will enable local citizens to submit and evaluate ideas for the 1922 building.   

Submittal and Presentation of Final Report (mid-September)

Using information gathered during the two site visits, the Reuse Team will prepare a Reuse Study report. The report will document existing conditions, identify issues that work for and against reuse of the building, outline a continuum of possible alternatives, and make recommendations for reuse.  The report will include schematic drawings illustrating any physical alterations that may be required for a successful reuse.  The report will outline the potential costs of improvements, and identify potential tax credits, incentives and sources of revenue that may help to offset the cost of rehabilitation.  The financial information will be used to prepare a pro forma.

Once the final report has been completed, the Team will return to Annandale to present the Reuse Study findings at a public meeting.
